I was going to ask whether that was outside or in, but then I noticed the height. Possibly in the middle, even?

In the middle it is! There’s that teeny, tiny vent hole on the bottom of the window to relieve pressure between the inside window and the outside windows, and when the inside, humid air hits the cold, cold outside glass, sometimes you get these nice ice crystals.
